Phenoxyethanol: Preservative or Irritant?

Phenoxyethanol is a preservative you often see on cosmetic labels. It keeps microbes from growing in creams, shampoos and wet wipes. It exists in nature, but cosmetics use the synthetic version.

What is it?

Phenoxyethanol is a glycol ether, a chemical with both alcohol and ether structure. It has been used as a preservative in cosmetics since the 1950s. It occurs naturally in green tea and chicory, but the ingredient in commercial products is usually made in a lab.

What does it do?

Its job is not just blocking microorganisms; it also works against fungi. It boosts the effect of other preservatives. After the paraben debate, it became one of the most common preservatives in 'paraben-free' products.

Why is it discussed?

In 2012, the French health agency ANSM raised concerns about the 1% limit. The cosmetics industry then submitted extra data, and SCCS reviewed the topic. Today the EU allows it as a preservative at a maximum of 1%. Some claim it could have hormonal effects; EPA lab screens found no activity on the estrogen receptor.

What does the data say?

Eye irritation records are mixed. Some databases classify it as Category 2 irritant; one rabbit study reported severe irritation. Skin irritation and sensitization classifications are negative. Genotoxicity tests are also negative. These results describe the hazard of the pure substance; they do not mean the same effect appears at the 1% level used in cosmetics.

The European Union allows phenoxyethanol as a preservative in cosmetics at a maximum concentration of 1%.

When you see it on a label, you do not need to stop using the product. If you feel stinging or redness with eye-area products like makeup remover or wet wipes, stop using it. If your skin tolerates it and the product is within the 1% limit, there is no reason for concern according to current assessments.
