EU Banned Substances (Annex II)

Substances prohibited from use in cosmetic products under EU Regulation (EC) No 1223/2009 Annex II.

Annex II of the EU Cosmetics Regulation (1223/2009) lists over 1,600 substances prohibited in cosmetic products. Most are classified as carcinogenic, mutagenic or reprotoxic (CMR); some are prohibited only for a specific use, such as in hair dye.

The list below is not the whole of Annex II: it shows only the prohibited substances that actually appear on the labels we have scanned, or that have a known cosmetic function.
